Even with out giving yes to FOG, one can always use 'utgroupsig'
to have same signature on the servers in the FOG and configure
FOG at later point of time with out reconfiguring the initial server .

Basically FOG can be configured at later point of time even though initially
we choose "NO" to FOG.

You can even change the group sig. later easily if you didn't get it right the first time.
