Well I just went ahead tested them with the digital. It appears yellow is
12 and red is 5 V.


I am showing 12.19 v and 5.09 V respectively.

So I guess that's rules out my power supply as the problem?

The big question now is, exactly which contacts on the pci busses
regulate/distribute power? Are there any precautions I would need to take
when testing these leads, of course taking great care as to not cross
contact test lead.

If the machine is running like normal with many drives powered up etc it fdoes likely rule out the power supply. I'd turn on the firewire and or USB one at a time and see if you get a voltage drop. Which cold mean power supply if you get a large drop.
I have no idea which contacts in the PCI slot supply power. Jeff W is the likely person to know. The info could likely be found somewhere.I'd be careful not to short thinks out testing this. I've had problems with dusty and dirty contacts in PCi slots before which could be your issue. Different PCI cards use different numbers of the contact pins and few cards use all the pins. Even fewer cards are bus powered so this could be the issue. My Sapphire 64mb card is one of the few which seems to use nearly all the pins and it wouldn't work at first. Carefully sliding the card in and out seemed to clean the pins off. I've also heard of sliding thick paper in the slot to clean them out.
