Dan, I've had my 32 meg Sapphire from the time these
cards became flashable. Has anything changed in the
flash process since the early days? Mine sometimes
gets flakey and the colors gets all weird. Moving the
mouse around makes a big blur on the screen when this
happens. Rebooting solves it, but it's annoying. It
only seems to happen using one program, but once it
happens, the computer is unusable until you restart.

No, nothing has changed as far as the procedure goes. In fact, I used the same files to flash the new PowerColor card that I used to flash my 32 meg ATI card that I got several months ago. In both cases the card I was flashing was the only card in the PC, since that PC won't boot with 2 video cards installed - it's really old!. It works OK, however, because DOS doesn't use the ROM at all, so you can see what you are doing as you flash the card.
