Please follow instructions, don't make up your own:

Holding the Windows key, press "R." This will open a little window
asking you what program to run. Enter "cmd" (without quotation
marks), hit "Enter." This works on lots of versions of Windows, at
least as far back as XP.

Focus on the second sentence, get it right. THEN after you've opened a command prompt:

Type
        ipconfig/flushdns
Hit Enter. Windows replies
        Windows IP Configuration
        Successfully flushed the DNS Resolver Cache


If annoyances IS down, then all this is Futile.

Yes. But this rules out the possibility that your computer is confused about where to find it.
