Bookmarks

I updated to 2.21 and then to 2.22 and my bookmarks do not show in the 
"Manage Bookmarks" window and I can not add new bookmarks. I have looked 
at all the FAQs I can find, tried several times to import them from the 
file bookmarks.html and tried to make new bookmarks, etc. The 
bookmark.html file is still on my computer is still on my computer. All 
I get is a blank bookmark manager.

Ant ideas?
