My news provider has its own servers for incoming and outgoing news

However the server for outgoing traffic does not accept email messages.

So if I want to send a news message ('Newsgroup:'), and I want to send
the same message by mail ('To:'), that doesn't work, I will get a
message that the email is rejected, and with that the news posting as well.

I suppose that it will be quite difficult to fix this problem?

E-mail messages are sent through either an SMTP server or an IMAP
server. Newsgroup messages are sent through an NNTP server. In
general, message applications can send messages to only one server at a
time. Thus, you should send your message twice, once as E-mail and once
as a newsgroup message.

That seems odd. In the account settings for this news server, there is
an option to set an outgoing smtp server. And if I right click on a news
article, there is an option to reply to sender AND to newsgroup. So I
think it should work. But it didn't when I tested it.

This might have some relevance.

For this newsgroup, I obviously use the news.mozilla.org server to read messages. For outgoing messages I use the mail server of my ISP. In that situation I can also send a message to the newsgroup as well as to one or more email addresses in one action.

Another newsprovider that I use has its own upload server for outgoing messages. That server will only accept news messages, it will reject email messages. That makes sense, since outgoing mail has to use the mail server attached to my email address.

In such a situation it should be possible to configure a separate mail server for outgoing mail messages, or better outgoing news messages that are also send by email.
