This 190-195 Voltage is really strange: is this the standard there or
are you sitting at the far end of a very haphazard rural line ?
Me thinks that all power units have a stabilisation circuit which cuts
off if the entry voltage is to far off the tolerance limits.
As it would be more difficult to get something to lift the voltage to
at least 210, maybe it's easier to search for a transfo to get the
line tension down to 110-130 V. These 220-->110 are more widely used
and easier to find, and would probably give acceptable near-110 V with
that low power line input.
Almost all 'puter gear power units can be switched to run on 110 V,
and certainly those of most desktop machines.
