Hi Always shoot color. Photoshop can get excellent B&W from color slides and negatives.
As far as the other part is concerned. There is no dilemma. You are there to record history. not be a part of it or change it. I've gotten in trouble for this a few times myself. Supposedly there are a few exceptions - After you have exhausted every photo opportunity it might be OK to rescue the baby from the Pit Bull.
