If, as I suspect, this particular emulsion resulted in oil droplets 
coated with water, switching to an emulsifying agent that had the 
opposite effect (if such a thing is chemically possible) might result 
in an acceleration of combustion! ...end snip

The Clean fuels website shows the water droplet surrounded by oil. 
When the water inside the droplet flashes to steam blasting the 
droplet. They say you get better atomisation. One of the emusion fuel 
suppliers claims a substantial improvement in efficiency on the 
actual fuel used (obviously can't burn water in a diesel).

Biodiesel is said to be harder to atomise than petrodiesel, so if 
Clean fuels are right and if the engine needs no modification then 
this could be a way to make an even better biodiesel. 

But as always we would need independent research.
