Marc Turndown is the ability of the boiler plant to run at part load. Most large caol fired steam boilers are unstable at much below 50% load. The burners become unstable at part load so are shut off. A boiler might have 16 or more huge burners. Without the correct burner pattern you get problems maintaining the correct metal temperatures. If burners can be turned down it's easier to balance the furnace heat.
They are talking about big kit, maybe 500 megawatts electric (two to three times that in steam energy). Evaporation rate of 1.8T per hour at 560 degs C and 120 bar.
