Just an FYI, both of those messaging methods are part of current Sync.
Though not worded exactly as above. Try it with a non sync enabled
browser either with a fresh profile or set "browser.syncPromoViewsLeft"
to some non zero value in about:config, then double click the bookmark
star or add a password to see the current promo messaging.
