This means that users who run their own Sync servers will have to jump through hoops to allow Fx 29 users to create accounts with them.

I imagine enterprise clients are back on Fx 24, so that this only impacts "personal" Sync servers. But rfkelly, toby, and mmayo are in a better position to judge how harsh this is for personal Sync runners.

If we do support custom servers, the engineering effort to make creating an account require a custom server entry is not huge. However, since our documentation may lag it'd be better to just make it really hard to get to that screen at all. (In the same way that we're going to make it hard to get to "I have a legacy sync account".)
