Note that we already do show a "reconnect" state in the hamburger menu - so "start doing" should be "keep doing".

That infobar has a (deservedly) bad reputation, but mainly because it sometimes lies (ie, asks you to reconnect when you haven't changed your password) and also because of other unrelated error states that appear ("failed to Sync for 14 days", "could not connect to the server")

But I don't think we should throw the baby out with the bath water. We need to avoid having these infobars appear when we don't expect them (eg, the generic "can't sync" one) and we may also want to reconsider the "can't sync for 14 days" message, but IMO it will be a mistake to rely *only* on the hamburger menu for reporting states that require immediate and direct user intervention - I don't believe people use the hamburger menu enough with day-to-day browsing - many people will not notice such a state until the next time they decide to print a page or similar.
