The link that I provided earlier on uses Feed2JS which in turn uses the
MagpieRSS tool set (available on SourceForge).
Magpie uses a cache that allows the user to specify an update period.  At
present I have the script on my site set to update the feed every 4 hours,
or if there is a new feed.
This type of method is the only one you should use, since as Bill states
below, it is a waste of a providers bandwidth.
Using the Feed2JS tool, multiple users would take the feed from my cache,
unless a new article existed in the feed.  So if more than 2 users have
requested the same feed, they share the bandwidth from my server and not the
provider.

MagpieRSS has the ability to set up CRON jobs to periodically update the
cache by making the request for the content regardless of whether a web user
has requested it.  This I don't aggree with, because you should only request
content when you actually want to use it.  
In choosing a tool to serve RSS to your site, you should make sure that it
employs the 'cache' method of retrieval.

If I had a 1000 hits per hour to my site, that is also a 1000 hits to the
provider of the content that I am displaying.  With the cache method, they
would see a single hit from my site.
The advantage of this to the provider is there content is still displayed on
other sites, but not at the expense of their own bandwidth, so I would
disagree with Bill on his blanket statement of only do it on your own feed.
I would amend it to state only syndicate another providers content if your
application caches the data.
