Right -- well, to clarify, the blog URL will be available on Syndic8 as soon as you Suggest the blog's feed. The review process is a matter of checking it for technical correctness, rather than a review of the "value" of the content. As long as the feed is technically correct, it can be Approved (i.e., put into the Syndicated status). Even without that happening, your feed and blog will be visible to Syndic8 users, but (of course) it's best to ensure the feed is technically sound so that it can be approved.
