7.0.1 is the lowest OS for PB140.

An installer for an OS that is below 7.5.5 will hesitate when it sees 7.5.5
on the HD. There's a couple of ways to get around that.
One way is to rename the old "System folder", something like "System
Folder755" then move the Finder file into any Folder, for instance the
Extensions folder.
But before doing the above make sure that you have a boot floppy that works
with your PB140.
Having unblessed the HD System folder, the installer will now work.
Another way is to install the new system onto a disk image. That way, the
original System Folder does not have to be unblessed. ShrinkWrap 2.1 is
good for mounting disk images, even in any user determined size. After
installing onto disk image, rename the old System Folder, then copy the new
System folder over to HD.
Then use System Switcher or System Picker to select which System Folder to
boot.
The 800k 7.0 and 7.1 Disk Tools boot floppies have OS 6.0.7.
The 800k and 1.4M 7.0.1 Disk Tools boot floppies have OS 7.0.1.
