As I recall, 6.0.8L was only released outside the U.S. The story I always heard was that 6.0.8L was created for certain new models which were supposed to be System 7-only, but for which localized versions of the OS were not ready in time. But it could also have been that certain popular 3rd-party software was not compatible with System 7 in time for the new models' release. Apple may have produced this special last System 6 verison so that customers who relied on that software could still buy new Macs. You may recall this behavior recently in the Power Mac G4 line, which was supposed to have been OS X-only, but of which a special OS 9-capable variant was produced to appease customers who had to use software for which no suitable OS X version yet existed. In fact, the special OS 9-capable G4s were not different at all; it was the OS 9 version with which they shipped which was specially modified.

At any rate, the 6.0.8L read me has the following to say about which models it works with:

"Unlike previous versions of system software, version 6.0.8L does NOT work on all Macintosh computers. It runs on the Macintosh Classic, Macintosh Classic II, Macintosh PowerBook 100, Macintosh LC and Macintosh LC II. System software version 6.0.8L does not work on any other Macintosh computers."

The Classic and LC worked with the standard version of 6.0.8, so I cannot explain why Apple felt it necessary to include them in the list of compatible 6.0.8L models.

I'd love to have System 6 on my PB170, but (and correct me if I'm wrong) I
was under the impression that 6.0.8L was released for certain 68000 machines
which were woefully under equipped for the OS of the day (ie. System 7). It
was a generous gesture from Apple. I simply wish they went that extra step
and gave us a System 6 capable PB170!
