OK..... found the command in the finder.... erased it to Mac OS

please insert a High Density floppy. I put it in, it seems to be
being to start then it says "The Disk Floppy did not complete (-17)"

seems this USB thing just can't respond to something. The thing that
irks me is that it is probably something that has nothing to do with
writing data because -19 is the code for write error. So it probably
is some command that only the apple electric floppy could do like
mount the floppy or something like that... because it does it right
after it formats the floppy.... before it is able to write any data.

You already told us above that the floppy mounts in the Finder (you were able to erase it there), so that's not it. Mounting a disk would be an non-negotiable necessity for any disk drive.

-19 is not a write error; it's "Driver can't respond to Read call". Before you said it was -17. Which is it? -17 at least sounded plausible.

And with no mac to access.... hmmm Maybe at school I can convince a
teacher to let me try it there. And I definitely have to return the
floppy drive as it IS defective. It does not work. Thats good, So
we shall see what happens.

Once I get it to boot from the floppy it will probably have a bad hard
;-) So again if anyone has a mac with a Floppy in it in south orange
county please let me know.

If you already know that the USB floppy drive is defective, then we don't need to discuss this any more until you get it replaced with one that functions as advertised. If you're merely stating that it's defective because you can't get it create a boot floppy for your older Mac, then you may need to consult its documentation or its manufacturer -- it may not be broken; rather, it may be designed not to have that functionality.

Sounds like you should explore the possibility of using a machine at school first.
