There is no leverage for this type of commission unless someone is actually caught by a test. Johnson and Francis never would have spilled the beans if Johnson had come away from Seoul without being caught. The other athletes who testified were connected to Francis, so implicated by association. Don't be so naive about the power of perjury--look at all of the documented lying by corporate executives going on right now in the U.S. Richard McCann
