An "official_language" tag is certainly something that you can add, but I'm not convinced that it'll solve all your problems. For example, where I live in England* there is no "offiicial" language, though there is one that's used much more than any other.

I suspect that you need to think about "how do I interpret that data that users add to OSM" rather than "how do I bludgeon OSM users into adding data in a format that I can easily interpret". Sometimes the world is much more complicated than you'd like it to be :)
