I don't see why people would care that much about a tag that could be seen
as a sub-tag at first (look at all the chain of tag that we have like :
man_made=street_cabinet + street_cabinet=power + power=substation +
substation=minor_distribution). So someone don't like the
"amenity=police" + police=station, i don't understand the reason. And even
if we consider that we want to remove the amenity=police in the future,
that's just what has been done for others big tag chains, where the higher
tag is not always added as it is implicit.

Otherwise, i like this proposal, as it looks to be an improvement to the
current scheme as it add a way to differentiate all these type of police
structures.
