Because almost all these fountains are drinking fountains (we're talking
about many thousands in a minuscule country like Portugal), which it's
their main purpose.
So, stating that "The water of those fountains is often not suitable for
drinking" leaves mappers unnecessarily in doubt.

why? IMHO they are not left out from cultural/decorational purposes. 
Decorational purpose does not imply they are decorated themselves. If their 
purpose is not the provision of drinking water they will likely fall under 
“cultural” as well.
