Certain clubs or associations might have a library only accessible to members or only free for members and general public has to pay a fee.

Using access=public is discouraged, use access=yes

No real difference between school, universities and college .. the
'users' are students.


Looks to me like the access key can be used in all of the suggested
library:users proposal.

For schools, universities and colleges use

Access=students, access=staff;students or access=students;employees

For public libraries use access=yes

For private libraries use access=private

For government and other commercial firms internal libraries use
access=employees


In all cases the operator and website keys can be used for more detail ..
