Pretty sure conditional can be used for anything, it just won't be machine readable if it's not something like opening_hours formatting.

You could do fee=yes and conditional:fee = no @ "members"

I'm sure someone could propose or ATYL something better, but it still would work to at least have that information included.

Using access=public is discouraged, use access=yes

No real difference between school, universities and college .. the
'users' are students.

Looks to me like the access key can be used in all of the suggested
library:users proposal.

For schools, universities and colleges use

Access=students, access=staff;students or access=students;employees

For public libraries use access=yes

For private libraries use access=private

For government and other commercial firms internal libraries use
access=employees

In all cases the operator and website keys can be used for more detail ..
