It sometimes occurs when the Internet connection happens later, and it happens if I disconnect & reconnect to the Internet multiple times. I *think* it only checks once. I suggest adding an option "--report-no-upgrade" for "tails-upgrade-frontend-wrapper". This option would cause a dismissable display "You are currently running the latest version.
