Yes. It sometimes occurs when the Internet connection happens later, > and it

Sure, but it's also a sign that the other mechanism doesn't really work :)

Your proposal would imply a significant change in our current UI (which right 
now stays silent while checking, and when the check result in no upgrade being 
found), but might still be worth it.

I suggest adding an option "--report-no-upgrade" for 
"tails-upgrade-frontend-wrapper".
This option would cause a dismissable display "You are currently running the latest 
version. There is no upgrade available."
or similar in such a case (instead of doing nothing).
