Hey!

Many features of Tails are tightly bound to the desktop environment. For
example, Vidalia is started by Network Manager, which is a GNOME applet,
Tails Greeter is a greeter written around GDM3, etc. So having Tails
without a desktop environment sound tricky at the moment, and is not
something we have time to work on at the moment.

Tails Server Edition is a very interesting project but don't expect it
to become a really in the near future. Well, unless new people come in
to work on it.
