Try this: Make a virtual machine that boots from tails iso. Add usb drive to this virtual machine. Start it. It will boot from iso. Use tails installer there to install tails to usb drive. Reboot virtual machine, but let it boot from USB now (remove tails iso from it). Create persistence as described in tails documentation.
Now you have tails usb with persistence. Use it as needed. On reflection, a new iso file of a Tails version with a permanent built-in persistence capability may fool the installer. However, there may be better ways. I would appreciate any suggestions on this matter. BTW.
