Indeed, you are right. When using tails on a USB stick created with other than the Tails installer, I get the following error message "Device /org/freedesktop/Udisks/devices/sdb was not created using Tails USB installer" when I try to put persistence on it.

So, regardless of www.pendrivelinux.com, it is not (yet) possible to create a USB stick that lets you use Tails with persistence within MS Windows.

I maintain that the above would be very desirable. Particularly for people on travel, and for those who must depend on computers that are not allowed to be rebooted. Would you know how to elevate this issue for future development?

Actually this is true. It is not possible to create a persistent volume
unless you use Tails Installed, as described here:

I completed the USB installation on my library's public windows
computer.  The resulting flash drive boots from the BIOS, but Tails is
without persistence.

So, the question remains: "what must I do to achieve my original goal."
