This one MAY be for residents only in which case it could be a driveway with 
access=private BUT I would wait for any signage post construction just to be 
sure. They are often behind gates if private.

In a subdivision (like in the example given) once completed the road will be 
'given' over to the local council to meaning thereby becoming government roads. 
At least in Victoria.
