Unfortunately bus lane restrictions are not the same in each state and territory. https://wiki.openstreetmap.org/wiki/Australian_Tagging_Guidelines/Transportation.

As there isn't a consistent delineation about what counts as a public service vehicle in each state and territory, it'd probably be better to err on the side of specific access tagging rather than relying on a state/territory default. For David's case, I think a tag of taxi=yes would be prudent.

I think you should probably put taxi=no for a "bus only lane" but not for a "bus lane".

IANAL but I'd guess that ride share services are not taxis in this context.

It might be controversial to say so, but "taxis" meant (until maybe a decade ago, with the uprising of the Uber's of the world, which are, in many places, "not _de jure_ taxis" but are rather "_de facto_ taxis") a legally-regulated car-for-hire (not "rental, YOU drive," rather "hail one" (or solicit a ride for a fare at a taxi stand)).
