Which is a ridiculous guideline. Copyright is on creativity, it does not forbid copying something that someone else has copied. Copying a Streetview photograph is forbidden, making a drawing to copy it might be, but using Streetview to see what kind of traffic sign is at a certain place is not a problem with copyright. At least not in the real world.
