You asked a short question, my answer won't be that short!  To keep it simple I 
have added notes at the end of the email ...

So, unless we meet unexpected problems, we will create an .osm version the 
entire country using the current Canvec release.

What is going to append once we get all the CanVec.osm files imported for all 
of Canada?  

Well, as you wrote, it is way way ahead.  However, we will monitor the uptake 
of Canvec data by the community because it is important for us to develop a 
long term win-win relationship with you guys. 

This relationship could look something like this:

1) We facilitate the uptake of Canvec into OSM to complete what is already 
mapped. We have investing some effort in that direction - licensing, ftp site, 
data conversion.

2) The community improve, complete, correct, supplement Osm data, including 
uploaded Canvec information :-)

3) We use the work done by the Osm community to improve the next version of 
Canvec with the help of our own community (a).  

Canvec and Openstreetmap data will be compared to find differences between 
them. The differences will be analysed, provided to concerned authorities as 
change detection, helping them to target interventions where changes where 
found (b). 

Ideally, we would like to integrate your updates directly into the Canvec 
product and provide the opportunity to our community to improve it as well but, 
until we find a solution to some licensing constraints, it will not be possible 
(c).  

4) We make a new version of the Canvec product that has been improved by both 
communities. 

5) Steps 1 to 4 is repeated as required... to keep the data as current as 
possible.

That is the relationship we wish to develop with Osm community.

So, to (finally !-) answer you question ... If we are able to establish a 
process where there are mutual benefits working together, I am convince that 
future versions of CanVec, including Omission and Commission files, will be 
made available for Osm community.  
 
It is challenging! Let's all work at making it come true.

Notes...

a) Our own community? Quite different from the OSM, but a community 
nonetheless, it comprises provincial mapping agencies, federal departments, 
Departments of transportation, local authorities, ... who all have resources to 
dedicate to the improvement of the mapping information under their jurisdiction.

b) For each processed NTS file, we will create two Delta files.  One file 
containing what was in Canvec that was not in Osm - Commission file.  The other 
containing what was in Osm that was not in Canvec - Omission file.  This will 
help the community to target potential changes/corrections to upload.

c) Surprisingly, in comparison with the NRCan licence, the OSM licence is 
currently too restrictive to allow such a process to take place. We need to 
address this issue to make it possible.

I know I'm jumping way way ahead... but once we get all the CanVec.osm files 
imported for all of Canada... what happens with the next version of CanVec data?

Are there going to be diff files or is there a program out there to compare the 
difference of current OSM data to a new file?
