Well that kind of settles it then. If the city of Ottawa says lowercase, then it should be lowercase. It's an interesting legislative difference between Quebec and Ontario that I didn't know about.
I've always been a little uneasy with having the whole "rue Laurier" in the name tag and it always made more sense to me if the scheme were something closer to name = Laurier, street_type = rue, etc though that runs into other problems in its own right and the current scheme is probably best and the problem solved by better parsing/searching at the application level. Anyway, that's a disucssion for the tagging list and not this one.
