Almost - my preference would be for 'maxspeed=30 mph' + 'source:maxspeed=UK:urban' as being a better match with proposals for other countries. I think we also need agreed distinct text for national single carriageway and national dual carriageway to avoid confusion over trunk oneway roads and trunk dual carriageways.Should we do national motorway while we are at it given that our government is keen on increasing that speed at present?

Me too. AFAIK, the 30 mph limit is not what is meant by 'national speed limit': see <http://www.legislation.gov.uk/uksi/2002/3113/regulation/5/made> and <http://www.legislation.gov.uk/uksi/2002/3113/images/uksi_20023113_en_064>.
