Yes, although their own leaflet which I picked up there (West Walk section) I quote "The Forestry Commission welcomes walkers, cyclists and horse riders to use any of the forest trails. Horse riders will need a permit, ...". Also available here: (http://www.forestry.gov.uk/pdf/WestWalk.pdf/$FILE/WestWalk.pdf) IIRC the OSM map before had the Upperford Copse as footpaths only which is correct (I remember once going to cycle there several years ago but found out I was not allowed). The Southern section (name North Boarhunt?) only has signs about 'Riders needing permits', which previously I thought applied to cyclists. But now I think means Horse Riders.
