It's also a database which is incomplete; it doesn't include things like sub-stations, or "garages at the back of", which are contained in the National Land and Property Gazetteer <http://www.nlpg.org.uk/nlpg/welcome.htm>. This is what defines the unique identifiers actually used by councils and the emergency services.
