I perceive this as poor mapping.
It's both duplicating data (building=*) & separating data onto two
entities when they should only be on one.
Use addr:* tags, not name=*
If lacking time, information, or the inclination to map individual
houses then an encompassing polygon to represent the whole terrace is
fine (tag it with addr:terrace, addr:street & addr:postcode s appropriate)
When splitting into individual properties remove the terrace polygon and
to each house add
addr:housenumber/name, addr:terrace, addr:street & addr:postcode as
appropriate.
Whether iD is fine with tagging is irrelevant. There are many, many poor
tagging recommendation in that editor. It is being poorly maintained.
