I work with similar data in Northern Ireland and it always has copyright conditions attached.
Road data and sewage data mentioned in change log is usually based on osi/osni vector maps. Even this type of data collected by a contractor will have copyright restrictions. Thats how it is in NI (a pity as I have access to lot of accurate stuff!), maybe this case is different. It will be interesting to get a response.
