I just spent the last two days trying to map the renumbered highways on paper http://yfrog.com/6c7atcj Good news is that ive managed to locate almost all the primary (2digit) nh's and my nh map on wikipedia<http://en.wikipedia.org/wiki/File:India_roadway_map.svg>had most of them.
For OSM, i think the first step is to identify and tag the existing nh network properly to highway=trunk. once that is done, adding the new designation will become much easier. Lets not change the existing ref tags, as the old numbers will be in use on the ground for a few years atleast. Some tag suggestions: ref_new=NH66 ref:new=N66 -- http://j.mp/ArunGanesh
