夕べ、JOSMにlicensechangeプラグインを入れてみて、少しだけ見てみました。

JOSMだと、「possible data loss」「data reduction」の項目にリストアップされたデータが、
削除されそうな感じです。

JOSMの場合、
赤色のマークアップは、オブジェクトの作成者がライセンスの変更に同意していないため、
削除される可能性が非常に高いらしい。
