I just uploaded the polygon for Assen is in the OSM database.

Ok, I've made a newer version. This gets rid of most coastlines and
rivers, but I still need to get rid of natural=water.
Looking through it though, there are some odd tags. For example I
found some highway=mini_roundabout... I'll get rid of them also.
Also Nuenen is now in there. I still have no polygon for Assen...
