Not quite as elegant, but in OSM tagging scheme this could be
`capacity:conditional=20 @ peak; 10 @ offpeak`. If hours could be
specified or reasonably estimated, `capacity:conditional=20 @
(07:00-19:00); 10 @ (19:00-23:00)`. This would follow existing syntax
from https://wiki.openstreetmap.org/wiki/Conditional_restrictions

(If a route is always minibus you just need `capacity=10`)

(To be honest I would suggest that if a route is sometimes minibus and
sometimes bus, just map it as bus)
