Merkaartor is nice in many ways. It also loads the USGS GeoTIFFs directly AFAIK. (example area with coverage: http://www.openstreetmap.org/?lat=42.17644&lon=-70.95512&zoom=17&layers=B000FTF) The WMS plugin doesn't seem to download at full resolution, though.
