Just because there is no community of editors, does not meant there is not a community of highly motivated users.
For the case of road centerlines, many in the whole US community have a goal of accurate routable data. In that sense, those participants form a "local community".
Road centerlines are a step in making a complete US routable map for Mapquest and other routing applications. Imports such as NHD, land use, and POIs should be delayed as long as possible until the local community wants them, in my opinion.
