I suppose you could also add emergency=yes.

access=private is wrong if it is not private property.
access=official is wrong, that's not what it means.  access=emergency
isn't in the wiki, and there are already too many access=* tags anyway
(*).  Also, access=emergency would be redundant with emergency=yes.

(*) We should be keeping the number of access=* tags to a minimum, so
that routers don't have to handle lots of different access tags.  If a
router doesn't know what emergency=* means, the router will have to
use a default, which for highway=service is probably access=yes.  A
tag like emergency=yes along with access=no, on the other hand, is
safe for a router (of anything except emergency traffic) to ignore, if
the router doesn't know what it means.
