No. In a park, for example, you have a right of access by default. Or the flood control structures around here, where it's perfectly legal to wander around all you like, so long as you don't do it in/on a motorized vehicle. Or the vast majority of BLM land, along with lots of land "owned" by other agencies, at the
federal level.

I agree that access=private doesn't make intuitive sense for government owned land. We do all own it, after all. Having said that, it's pretty silly to use a different tag just because the land is government owned/controlled when the
message is otherwise the same.
