Ian, Don't let the prior import of tiger places lead you ignore that dataset.
Did you know that you can use the LSAD field in the TIGER place files to distinguish between legally incorporated entities such as Cities, Towns, Villages, and CDPs? Did you know that the U.S. Census Bureau maintains the (USGovt) authoritative boundaries for cities and incorporated government entities. This does not mean that what they have is perfect but it means that all of the US Govt uses the Census boundaries for grants, emergency aid, population counts and other things. It is done through the annual Boundary and Annexation Survey (BAS). https://www.census.gov/programs-surveys/bas/about.html Some select LSAD codes 25 -- incorporated City 43 -- incorporated Town 47 -- incorporated Village 57 -- CDP (not a legal entity, for statistical use only) C.
