But we are fundamentally tagging the  wrong thing, even if groupthink
led to consensus.  In the US there is a strong notion of county, even if
CT/RI, and those lines should show up on rendered maps.   Deciding that
the tag that everybody expects to use should mean something different
from what essentially all map users want to know is not helpful.
