That's funny Grant - I always thought that the zoomed-out tiles updated first, and that it took ages for the detailed tiles to update :-) I'm sure it was that way a couple of years ago - has the processing order changed? Or am I mistaken?
Did you force them by simply appending a /dirty to the tile URL? e.g. http://b.tile.openstreetmap.org/10/574/615.png/dirty (this seemed to work, by the way - on the above tile that did not yet contain the "mossel bay" wording before I forced re-rendering) So, it seems this is just a delay in re-rendering.
